Menaka is a mother of three young children, living in a rural village in Anuradhapura. After experiencing violence, she was left with no partner, no steady income, and no support system to lean on. Her days are spent trying to find enough food to feed her children, often skipping meals herself so they can eat.
With no skills, resources, or safety net, Menaka faces overwhelming challenges. Families like hers, at the very bottom of the economic pyramid, need more than a single solution to rise. They need holistic support that addresses every aspect of their lives.
Why the Graduating the Poor Program Exists
Poverty is not just about a lack of income. For families like Menaka’s, it’s the absence of opportunity, safety, and basic protection. It’s hunger, no access to schooling or healthcare, no safe place to live, and no one to call on when things go wrong.
That’s why we designed the Graduating the Poor program—to provide families with the comprehensive, layered support they need to escape extreme poverty and build lasting resilience.
Over 18 to 24 months, families journey through a carefully tailored process that supports food security, sustainable livelihoods, education, social protection, and where needed, foundational support like housing and sanitation.
This isn’t just about survival—it’s about restoring dignity, building independence, and creating a pathway to long-term transformation.

How We Work: Holistic Support for the Most Vulnerable
- Identifying Families in Greatest Need We begin with a detailed process to identify families like Menaka’s—those struggling to eat three meals a day, send their children to school, or access basic healthcare. These are the families most at risk and in need of urgent, targeted intervention.
- Creating a Family Development Plan Each family works with us to develop a customized plan that addresses their unique challenges. Together, we map out steps to improve food security, access education, and build sustainable livelihoods. This isn’t a handout—it’s a partnership that puts families in charge of their own futures.

That’s why, for the most vulnerable, we provide foundational support alongside our core programming. This ensures they have the basic protections needed to thrive.
This may include:
- Full house construction for families with no adequate shelter
- Partial builds to complete unsafe or temporary homes
- Rebuilding kitchens and toilets to support health and safety
- Access to clean drinking water, essential for long-term wellbeing
